The National Rural Letter Carriers Association (NRLCA) is the sole representative for all Rural Carriers. Rural Letter Carriers are considered bargaining unit employees in the United States Postal Service. This means that there is a contract between the Postal Service and the NRLCA. Rural Carriers are also subject to the rules and regulations of the United States Postal Service. The specific manuals that apply to Rural Letter Carriers are the M-38 Managing Rural Carriers and the PO-603 Rural Carriers Duties and Responsibilities. wikipedia
